Malta ranked first out of the 12 countries in the CIP Index. The Malta Individual Investor Programme therefore presents the greatest overall value to investors. Malta did exceptionally well with regards to Programme, Freedom, and Quality of Life, and it also had an impressive rank for Economy. Cyprus and Antigua and Barbuda follow suit in second and third place.
For the Programme Index, Antigua and Barbuda, Malta, Grenada ranked highest. Caribbean programmes occupy most of the leading spots in this sub-index since they offer the benefits of citizenship by investment without the lengthier process and higher investment.

Austria, Malta, and Cyprus have the highest ranking with regards to Freedom. All three countries allow dual citizenship under their programme, have extensive visa-free travel, offer settlement rights within the European Economic Area and Switzerland, and grant ample liberties.

Mirroring the Freedom rankings, Austria, Malta, and Cyprus came out as the top three countries in the Quality of Life index. These countries offer the best combined levels of health, education, and working conditions or opportunities.

Lastly, Austria, Cyprus and Turkey scored highest in the Economy index, making them the most attractive for investors who are interested in doing business, having financial security, safeguarding wealth, and operating with favourable tax regimes.
